Kongor's Undying Rage + Perfect Agony

I have a question about the interaction between the keystone Perfect Agony and Kongor's Undying Rage. The weapon says "Critical Strikes do not deal extra damage", implying your critical strike multiplier still exists but is set to 100% for "Critical Strikes", which should only apply to hits. However the wiki states the critical strike damage multiplier, for all damage, is set to 100%. Anyone know how this would work with Perfect Agony for poison/bleed/ignite? PoB doesn't seem to think it would work. Thank you.

The Your Critical Strikes Do Not Deal Extra Damage modifier implies that the the critical strike damage multiplier, for all damage, is set to 100%. Therefore, increases and decrease to critical strike multiplier are ignored.
There´s no benefit from allocating Perfect Agony keystone besides lowering the initial hit damage by 30%.
