The Hungry Loop Question

Hi, I'm pretty excited about using The Hungry Loop and found this one on the trade site. Do these mods make sense though? What am I missing here?

The cast on critical strike doesn't make any sense, there is no spell in there to be cast.

I'm confused why he put that one in there. The ring only takes supports so I think he basically killed that ring.
