does flame dash apply a 'hit' to proc ee or the scourge or curses, etc.

Flame dash on the wiki suggests that the skill has two parts: a damage part, and a damage over time part. I know the Dot part will not proc ee, but I'm thinking it you dash through a monster, then the damage part would count as a spell hit.

Yes, when you dash through the monsters as you expected, it counts as a hit.

Yes, Flame Dash hits so it will proc EE. It has two parts to it's damage, the number shown as DPS is your hit damage. The number below where it says 'Deals **** Fire Damage Per Second' is your damage over time from the burning trail. Essence Drain and a few others works the same way, you get an on hit effect and a damage over time, they are both shown in the tooltip.
