Does the Soulstealer Weapon MTX apply to Dual Wielding?

Can I dual wield soulstealer mtx with a support pack or do I need to buy two of them? I'm going to buy it but I'd rather pass if it doesn't dual wield.

Supporter pack weapon effects always support dual wielding with just one purchase. It actually annoys me that the regular ones don’t.

Bump to this, I cannot get my Soulstealer weapon effect to support duel wielding, it is only applying to one weapon, anybody have any ideas?

EDIT: Never mind, it just took like 15 minutes for the effect to show up on the second minute, so other people, just be patient =)
