GBLX.net (a SoftLayer/IBM sub-contractor) is actively throttling or 405 traffic to it's Dallas hub

ae1-250G.ar1.DAL1.gblx.net is actively throttling, and outright refusing to ack traffic that is intended for it's Dallas hub, and this includes but is not limited to pathofexile.com packets as well as TCP connections to path of exile.

My connections to Google.com are also being throttled by this same server, so if Google can't get IBM (shock surprise) to stop being douches, I'm not sure who can, but it's hyper frustrating that I have to spam my logout macro 150 times before Softlayer actually lets me connect to a service they are being paid (ostensibly) to host and provide.

Very Frustrating.
