What does level downscaling do exactly?
Except for getting rid of the xp penalty, what else happens exactly? I can't find it anywhere on Google.

I've just tested this out, I don't know what exactly it changes, but it feels as if the damage enemies deal/receive to/from the player affected by the "level downgrade", is comparable to the same damage dealt/received by the enemies in instances close to the affected player's level.
I can feel no difference between hitting mobs in T1 maps or hitting mobs in a party with a lvl 23 character in a lvl 21 area. Everything else stays the same, you're able to make full use of all the abilities you'd be using while doing maps, and while it does feel like the enemies are the same, the drops are not. So feel free to play with your underleveled mates, be warned tho, they'll be bitching about you zipping all over the place while they struggle to catch up (my friends are actually faster than me, even at low levels, go figure) |

" Downscaling is disabled in maps as downscaling only works in zones up to monster level 67 . Outside of maps you can only be downscaled to the level of the monsters in that zone. Source: 3.4.0 Patch notes " |
