Well considering how it can get volatile and different prices, sort of yes, at least for the people who are investors.

There are quite a few individuals out there who make their money on buying and selling huge amounts of unpacked boxes of magic cards.

I'd separate it into 3 types of people : players, collectors and investors.

For example a card of common rarity i had was around 1 dollar worth when it got released. With time players noticed its usefulness and it wasnt printed other than 2 times in total. So it spiked to 12$ price and its holding that value.

A person who invested 1000 dollars to buy 1000 pieces now would have a return of 11000 dollars if he sold them all. Very interesting for a card game.

Magic the Gather has a "reserved list" which is a list of cards they have promised not to reprint. Ever card on there is guaranteed to go up in price. Most of what Chris showed was misprinted cards, which are valuable to collectors though.
