Hierophant: Arcane Blessing Ascendency Notable needs a buff.

According to POB the notable "Arcane Blessing" gives you Arcen Surge on hit.

Which would be wonderful if it wasn't a lvl 1 gem Arcane Surge procc.

I allways though that a Hierophant would be a nice defensive caster with Senctuary of though (100% reduced mana costs of skills on full ES, mostly aroun 70% reduced mana cost with skill tree investment).

Now the Notable "Illuminated Devotion" is a strong node, but it is really hard to procc any Arcane Surge, since you do not use any mana for casting (100% red. mana costs, as said).

Arcane Blessing would be an awesome addition to that Problem, but I allways think its a wasted slot, since it only proccs the lvl 1 version of Arcane Surge.

Can we buff it up to the lvl 21 gem level Version of Arcane Surge? (20% more spell dmg, 20% cast speed, 1% mana reg)

Would be an awesome buff for selfcast Hierophant.
