Does static strike beams not hit main target?

When I'm attacking a target with static strike, the static beams seem to hit everything except the target I'm focusing. Does static strike actually not work vs single targets?

Most definitely does work single target. I've used it and it works. It does have a target cap and I haven't tried to suss out its target priority because it hasn't been a problem for me thus far.
