CoH Issues

There's something funky with curses and I can't quite put my finger on it. A character I've built several times before no longer applies all curses on hit correctly, a short video is here https://youtu.be/MYXnf2-YDoI

Also Mark of Submission can be used to curse yourself via the damage from the Gluttony belt on movement skill, not sure if this is intended as the wording is 'on hit'.
