Explosive Arrow can now be evaded?

It's just my 2 cents but this change makes literally zero sense in my opinion. Explosive Arrow is already a very niche bow skill that you almost everytime play as an Elementalist because of ignites. So you already lack dexterity and accuracy. It's not the usual "ranger-like" bow build that gets alot of dex anyway. This change will people drive even further away from the skill.

And it can be blocked so you'll need something else to clear HOGM.
EAs biggest benefit was it could clear HoGM. now it can't as easily, not even close. so it'll be a completely dead skill

i do like the fact that secondary damage can be avoided with evasion dodge and block though. that is a positive change. but the blowback on EA from it is skill killing.
