This hasnt been made clear about the Forgotten Reliquary

The only item that comes in mind that could be different from the standard is Shroud of the Lightless, the version with 2 abyss sockets is League restricted, not legacy.

I didn't mention any particular "problem", i was just pointing the fact that some league-specific uniques are extremely hard to generate, like the ones from leagues that weren't added to the core game (not even through Zana).
Some of those can only be generated through divination cards, and they are so restricted that the gap between "legacy" and "non-legacy" can sometimes be pretty subtle.

That list is OLD, I don't know why it's still there. It's missing all of Incursion, Bestiary, Abyss and Harbinger.
