This hasnt been made clear about the Forgotten Reliquary

So they have said the Forgotten reliquaries have items from past leagues.

Will the items there be the legacy variants?

Like will Rise of the Phoenix shield have 8% max fire resistance if it is in there?

The art is of the legacy variant but it isnt clear if it is.

These aren't pre-patched legacy items, just items in legacy leagues.

Yeah, just league-specific uniques with a different 2D, basically.
However, there might be a few of them that are pretty hard, if not impossible, to generate in the current version of the game (Talisman uniques come to mind).

RotP isn't league specific, so RotP won't be in there at all.

They confirmed this? If these do not give the old legacy items they are worthless, and even worse if they give league specific items that can still be gotten in game. what a waste

they won't be worthless because you won't be able to get a bunch of old league items in the game other than this method.

They've also said the keys will be more rare than the ARK were. So don't expect to find one in three months.

Why? What's the problem here?

Don't really know why everyone keeps saying Legacy, these are just items that only drop from leagues as balanced as they currently are now. This will be a nice way in trade leagues to find some of these items to trade. Mainly for leagues that weren't kept into the game. Like Harbinger, Bestiary, Talisman, and any other I missed.

They are supposed to be rarer then the old keys which means you probably won't find any but someone will... and then those items might find themselves up on poe.trade, where as they couldn't before.
