You guys know they are bad and you never take them. Low Crit builds build around anything but those gems. They are worthless in high crit builds.
Go ahead, find a build that actually uses those gems as dps source (not pcoc material) plug them into PoB and get immediately 3+ gem suggestions that are straight up better. Not even Terminus Flicker uses them anymore. If those gems have equivalent power of a 40% more-modifier your build is shit and / or undergeared.

While I agree in general, there definitely are some cases with ICS/ICD are the best you can use. You're looking purely at numbers without factoring how it actually plays and what you get from crits.

low crit builds with ICS can reliably get status ailments, freeze is huge for defenses, shocks for offense.

Some builds are limited in gems available. I'm doing Ele hit right now, and before you get those combat focus jewels, there really aren't that many supports that work for that skill. And while on paper Slower Proj will give me marginally more damage than ICS, it feels like shit to play.

I'm not saying they shouldn't be revised but you're a little too black and white on their utility.

Like said above, you have to consider the other benefits of ICS.

Most importantly, Shock and Freeze.

Crit strikes can mean the difference of proccing HoI for that extra curse or onslaught, getting Shock to apply consistently, and let's not forget about shattering spikers/destroying corpses.

In most cases, you can drop ICS and lose 10-20 % actual crit chance, to replace it with ICD which will still do more damage despite having less crit chance. This is again a tradeoff of damage vs more consistent ailments.

I often find that, while it's not at the top of the DPS list in Path of Building, ICS is irreplaceable in some setups.

Same problem, ICS is only useful for low crit chance. If you have decent attack speed and crit chance, you could have much better choice than ICS.

Consistent ailments is no necessary, we need to consider that other gems have 40%+ more damage boost.

ICD is totally useless. Unless you have no other gem to use, you have no reason to use it.
