It’s while not on Low Life or Low Mana.

Would it be possible to see a screenshot taken outside of town?

When life is not low or mana the modifier should be granted, but this does not happen. I do not have screen capture, because I would show it in an image.

Press Xbox button on controller > Y for screen.

You may try turning your buff bar icons on in settings if they are not yet. Then un-equip and re-equip. Do you have any buffs or auras that reserve mana or HP? Do you have CI on skill tree?

Yes, I have mana reserved for the auras, but I do not reserve life. I am playing oculist with 3300 of life and 8500 of ES.

Do you have 80% reserved? I'm pretty sure the low mana threshold is 20%.
