cant move when tornado 23 quality and level 21 on bow

cant move when I have tornado gem 23 quality and level 21 on the bow the same thing when tornado 20 quality and level 21. But works when tornado 23 quality and level 20.

Is your Tornado Shot assigned to your left mouse button, and do you have Attack in Place enabled?

It was that, thank you for a quick respons. It must change when I put that gem on.
