Exalted shard recipe not working?

Hi,

I've been trying to use the vendor recipe to get exalted shards from a set full elder items.
I might have done something wrong, but I'm pretty sure it should be an entire elder set and therefor give me exalted shards.

They're not all rare. On the wiki it doesn't specify it has to be.

I'm prety sure that they didn't mention it because they though it was common sense, because the other gear set recipes are all rare not unique (chaos identified or not)
