Whats up with all the parties asking for xp leechers this league

I started seeing it alot in flashback. Basically, the person starting the party wants the extra quantity from a party. In return for standing in the map and not looting, people can level from 65ish to the 80s stupid fast.

from what i've seen they are mostly doing it in burial chambers because party starter wants the doctor card
