Aussie Ping Issue

As of about 24 hours ago I started getting latency spikes on the Australian server causing the game to freeze on lockstep, then speed up. I've since tried other servers, attempted to play it on predictive with no luck.

I'm aware other's are experiencing this and it may be a widespread network issue not directly related to GGG's servers but I'll post the MTR anyway.

The only thing showing on the test is 2% packet loss which will cause some stutters, that starts probably at the second hop but it's hard to say since the hop did not resolve, but definitely by the third hop, other than that the latency is OK.

was this test was done while you played the game with lag?

You could also ask support for a reverse test

Ever since the recent patch 3.3.0c I have been having an issue like yours. Every so often I'll enter a new zone and my latency will spike, especially during fighting, causing my character to freeze off and on while speeding/teleporting around when it unfreezes momentarily when no action is happening. Only way to fix it is if I leave the zone and come back. Then I'm fine until it happens again. It's super frustrating to deal with because it is completely random every time I enter a new zone. It's fun playing your 90+ character and losing 10% xp...
I actually don't have any lag outside of those 2% packet losses, its quite normal. As of late those minor packet losses have made the game unplayable as each "Request timed out" that I monitored while ping testing is enough to freeze the game or rubber band me for a few seconds.

I've contacted my ISP and they've told me that everything is normal, but they are further testing the network.
Took a screenshot during the process to show exactly what I mean't as well as a recent WinMTR.

I wouldn't classify 2% packet loss as normal or acceptable from an ISP - you should definitely push them on that. Did you send them the WinMTR that you collected?
I'm also experiencing this issue I've captured the issue happening here in this video https://www.youtube.com/watch?v=Bi5bQK6FcUg you can see the stop then the speed up. I've ran a WINmtr but on my first 7 hops I get no response from them then I get one from the Softlayer hop (which I think shows some drops)

My ISP is Aussie Broadband and I'm in Victoria (Bendigo)

I'm not home at the moment else I'd post a Winmtr here.
