max block cap?

I was curious if there was a soft cap on block before skills or not. I am currently at 65/65 but it does go up a little bit with abilities going off during combat, but was curious if 65 was as high as you could get it from skill tree abilities. I do have an anvil so thought it went a little higher.

The maximum block rate for both attacks and spells is 75%. There are only a few modifiers in game that can change this cap:
The Anvil: +3% Ahn's Heritage: -10% Corrupted implicit on a shield: +1% Violent Retaliation (Gladiator ascendancy skill): +4% Gladiator (Scion ascendancy skill): +3%.
