Texas - Massive Latency Spikes 16ms to 500ms non stop

Hi all.
Getting a ton ...I mean a ton of instability with the game using the Texas servers. HUGE lag...i'm rubber banding all over the screen. What have I tried? Killing the game reloading it. Restarting My PC :) Shutting down all other non essential services. Restarted my fiber router. It's not me. I have 1GB Down and 1ms to my central office. So something is up. I normally roll like 16ms. Now it's starting at 83ms and bounces up to 450ms and own to 300ms back down to 83ms back up to 400ms etc. HALP! p.s.
