Dual wielding ''White Wind'' gives more damage in tooltip but it does not in fact?

When i dual wield unique dagger ''white wind'' im getting almost 20k dps in tooltip but im actually losing 2k dps in POB. Which one should i trust?

hard to say, POB is fan-made but GGG tooltip code is limited.
probably GGG tooltip is wrong. it has been known to struggle with calculating dps of "conditional modifiers" and "while off hand is empty" sounds suspiciously like a conditional modifier Need game info? Check out the Wiki at: https://www.poewiki.net/

probably entire GGG game is wrong, probably many type of damage+combinations not work as they should
