"Corrupt Disk" Error Installing Steam Client

So basically my account is the Steam version of the game. Last night after logging out I was unable to log back in. I verified the integrity of the game cache through steam and it told me there was a corrupt file that needed to be replaced. It started a 10gb download that failed due to a "Corrupted Disk". When I hovered my mouse over the "Corrupt Disk" failure it showed me that Content.ggpk was the corrupted file.

At first I thought I might be having an HDD issue causing the corruption, so I ran scandisk, 3 times. Each time it came back without error.

I worried it might be a memory issue, so I ran memtest. Nothing.

Next I thought I might be having issues with my steam installation, so I found a list of suggested "fixes" for Corrupt Disk errors: I uninstalled the game completely to reinstall, I deleted the downloading content.ggpk file during the download hoping that it would kick back up and download a clean one.

I emptied my download cache next, I changed the region I was downloading from and basically did everything except move my steam library to another HDD. None of it worked.

Finally, I installed other games in hopes of identifying whether or not the issue was isloated to PoE. Other games installed fine.

The Problem

Ive tried reinstalling PoE through steam three different times now. I can't. The Content.ggpk file its downloading for me is corrupted. After uninstalling I found out about the GGPK Defragmentor, but I cant use it now because technically I don't have an installation of PoE and I can't get one. I'm not sure what to do. Hoping someone can respond to this thread with some ideas, or I can get some official help from GGG.

UPDATE: Ran chkdsk and the download is moving smoothly. Looks like it might have been bad sectors on my HDD.

UPDATE 2: So it seemed like chkdsk solved the problem and I got the game installed, but as soon as I tried to login to my character, I got hung up on the loading screen until the client just closed. Now it's corrupt again.
