Assassin CoC spectral throw?

I'm trying to gather ideas for a CoC ST build and need help with a template.

Since ST hits more than once per attack, I imagine it's a good candidate for CoC.

I'm looking into making this for my league starter. I understand it's going to take some time to ramp it up.

cast on crit alone is not enough any more.
