How do you interpret Mod Tiers?

Is lower Tier better than higher Tier, or is it the other way around?

This is my Shield. As you can see, it has Tier 2 Assailant's mod, giving its 27% Increased Attack Damage and according to the str dex shield modifiers list, Assailant's is 2nd highest mod, below Predator's. So it seems lower Tier is better than higher Tier.



But this is my Glove. As you can see, it has Tier 6 Gentian's mod, giving its +50 Maximum Mana, and according to the int glove modifiers list, Gentian's is 2nd highest mod, below Chalybeous. For this case, it seems higher Tier is better than lower Tier.



So which one is better, higher or lower Tier?

Lower tier number gives better values of the modifier.

The list you are looking at is not sorted in order of tiers for whatever reason. Try this site.

What about the in-game tier number? When I press Alt, the shield shows as Tier 2 (which makes sense, since it's quite good). But the glove shows as Tier 6 (which contradicts the former statement)
In game it's not fully working yet and it shows tiers from the whole list for all bases. For example rings can roll higher mana and it includes these rolls when you look at gloves, messing up tiers. Use the site Abdiel_Kavash linked it's very easy to use and has updated info pretty much as soon as anything changes

The in-game display works perfectly fine. It's just that players were used to numbering tiers differently from the actual way GGG does it before they were displayed in-game.
Version 3.1.2
There's now a UI option called "Advanced Mod Descriptions" which shows additional information about items when you press Alt. It breaks down the mods of the item into separate prefixes and suffixes, shows their possible ranges and what tiers they are. Please note that the tiers shown include all possible base types. For example, if Tier 5 of a mod is the highest that can appear on a ring, then it'll be listed as Tier 5 rather than Tier 1 on that ring. We are looking to improve this aspect in the future.
