Rubber Banding Issue

Been through the guides on the forum and tried a few things but nothing has helped. I used to play about a year or so ago and never had issues. I've configured settings on my router that was recommended on trouble shooting here in the forums. I've tried both lockstep and predictive. Tried all the DX options and even checked my PC for any issues but everything seems to be as it should. I did run WinMTR and these are my results any insight would be awesome.

To be sure, this test was done while you were playing and rubber banding?

It shows small lag spike of under 150ms starting on the third (probably the second as well but there is no response)

In lock step that would only manifest as stutter, i.e the game will "pause" briefly and then you go into fast forward (the game can also pause if there is asset loading that needs to be done)

In predictive those small spikes should not even be noticeable, you may see it if you have a high movement speed character running tight indoor areas.
The desync problem is 99% local to predictive, that is because in predictive the game has two instance going, one on the client and one on the server, the client is force to sync to the server so when latency takes it's toll you can be slightly out of position(or greatly depending on how much lag)...when at high speed and in a tight area it can be enough to be the difference between running through that doorway or running into the wall, at which point the game syncs and you find yourself a few rooms back (hence rubber banding)
