Divination Distillate

Found accidentially in Vaults of Atziri - I cannot use the Divination Distillate flask in case my life/mana are full, moreover if they regenerate completly, the efect of flask will also expire prematurely.
If it is deliberate, then it should be clearly stated in the flask description - I found it very confusing.

It's still a Hybrid flask. All recovery flasks work in the same way.
yep, if you wanna get immune to certain ailments like freezing / burning / freezing you better use a utility flask like quicksilver and not mana/life/hybrid flasks.

No, I was interested in quantity and rarity rise

DURING FLASK EFFECT

Flask effect ends when you reach full of said resource (assuming life/mana/hybrid) or when the timer reaches zero, whichever comes first, this is the same for every resource flask and is very self explanatory.

And you can use a normal hybrid flask if your life is full, but you cannot use this one

That depends on the mods on the flask.

If a flask has any mods that have an instant effect (such as "Removes Bleeding on use"), it can be used even while your life (or mana) is full. (Even regardless of whether you are actually Bleeding.)

If all mods on the flask only work "during Flask effect", then it can only be activated when the effect would have a non-zero duration; i.e. you are missing some of either life or mana.

It's like with many things in Path of Exile: The flask's function and its description are clear for people who are well-versed in PoE's terminology. But if you aren't, then you're more than likely to miss crucial details like the difference between "flask has effect x" and "during flask effect, you also have effect x".

We can only live and learn. ;)

or just can read
To be fair, it is pretty dumb that life and mana flask effects end when you reach full life/mana. The flask effects should just keep going regardless.
Face it, all of your suggestions are worse than this idea:
