Stun vs Freeze
Both stun and freeze can stop all actions of the enemies, but many bosses have the mod "Cannot Be Fully Slowed", which make you give up to freeze them. You can stun Shaper but you can't freeze him even though both builds require a lot of damage, and plus, stun is supported by % reduced stun threhold. Is there any real meaning of this ?

Stun is a completely different mechanic from Freeze.
Freeze reduces the target's action speed by 100%. If you have anything else that increases your action speed (such as an Acceleration Shrine, Tailwind, etc.) you will not be fully stopped by being Frozen. Similarly there are some modifiers which prevent certain entities from being slowed to zero, such as the mentioned boss mods, or available to players on e.g. Kaom's Roots. Stun makes the target completely unable to perform any actions during the duration, and interrupts whatever the target was doing. There is no way to mitigate the effect of stun, other than not getting stunned in the first place (by increasing your life or stun threshold) or becoming completely immune to stun; e.g. Unwavering Stance. Monsters can have the "Steadfast" prefix to become immune to stuns; additionally the "Unwavering" map prefix makes all monsters in the map immune to stun. Sorry for the title made you mistake but I just want to say about boss fight only, because the mod "Cannot Be Fully Slowed" only boss have and for now, i haven't seen "Cannot be Stunned" mod on any bosses. It's not fair isn't it ?
