Occulist's forbidden power does not grant more charges when a skill costs 400+ mana

I just tried to make a discharge build on standard, using occulist's forbidden power, but my skill with 400+ mana cost only generate 1 power charge. Is this inteded?

Yes.
Wording doesn't grant you "power charge for each 200 mana in skill's manacost spent".

You cast skill with 400 manacost once - you've "spent a total of 200 mana" - you get 1 power charge.
Cast second time - you'll get second power charge.
