What is Action speed? (Harbinger of time)

Over at the Wiki it says:

+20% Action Speed

Action Speed is a modifier affecting animation speed. This effect stacks additively with other modifiers like Temporal Chains and chill.

What does that mean exactly?

exactly what it says. it affects all the animations and timers, just like chill or temporal chains

Essentially it's a combination of, movement speed, attack speed, cast speed, and effect duration(all effects). It's temporal chains but makes things faster instead of slower.

The speed of effects on you expiring is specifically a feature of Temporal Chains, it does not come with any other action speed modifiers (Chill, Freeze, Acceleration Shrine, etc.)

Additionally action speed affects all the miscellaneous things as well: totem placement, mine/trap laying/throwing speed, and so on. Anything that your character does that takes some time will be done faster. Think of it as the game running faster for your character only.
Thanks guys its doesnt effect tool tips at all when active like move speed and attack speed but it seems the character does both faster. Very strange. Anyway I asked because nothing changed in tool tip.
