Arcane Blessing + Arcane Surge gem interaction

How does Arcane Blessing interact with Arcane Surge support gem?
Specifically, if you have Arcane Blessing and a lvl 20 or 21 Arcane Surge gem, after the gem triggers, does the (weaker) Arcane Blessing arcane surge buff overwrite it? The stronger buff remains, but if it runs out the weaker one takes over even if you haven't procced it again since. That's the general rule for how non-stacking buffs and debuffs work.
