about the: 20% chance to Block Attacks if you have Blocked a Spell Recently 20% chance to Block Spells if you have Blocked an Attack Recently how does that actually work? It just works like any other block chance mod. If you have blocked a spell recently, it's like you have 20 more block chance. If you have 42 it will go up to 62. It doesn't go over your max of course.

" Neither does the base item (just says 29%), nor Teaboar for example: they grant base Block Chance, rather than Additional Block Chance. What this means is, the conditional Block Chance doesn't require a base value to work: even if you have 0% Spell Block, the 20% Spellblock modifier still works.
