Quick question... if I link CWDT to a Minion skill will it proc this modifier?

No. In PoE, "used" means "pressed a button to cause to happen", in the context of things like this.

Being PoE there will inevitably be an exception to this rule somewhere, but this is not that exception, and the damage bonus will not count.

(SRS or skeleton summoning, or something self-cast to proc EE for them, are common ways to handle this very situation.)
