Does fortify proc when linked to cyclone gem?

Yes. Cyclone is a Melee Attack, Fort triggers off Melee Attacks.

Note that you need to actually hit something to get Fortify. Just spinning in place with no monsters around will not grant it to you.

Tested it , its not working.

Mm it should work. If nkt one of the ascendancies gives fortify on melee hit. But i am almost positive it works.

Yeah it's fine. If you have multiple Cyclone Gems, make sure that you're using the Cyclone that Fort is linked to. As you can see in the video, Fort adds the "Fort on Melee Hit" line to the Skillbar description.
