Farrul's Fur charge gain doesn't refresh existing charges

"Gain up to your maximum number of Frenzy and Power Charges when you gain Cat's Stealth" doesn't refresh the duration of any existing charges.

I'm guessing this is because if I'm already at max I'm gaining 0 since there's no different between current and max but shouldn't this intuitively refresh the duration of existing charges like other sources of charge gain in the game (Blood Rage and such)?

I guess this is fair game if it's consistent with other such stats such as on Juggernaut and Inya's Epiphany, but I was just really hoping I wouldn't have to hear the charge timeout sound every 10 seconds. It's really irritating.

Can we please get a confirmation if this is indeed the intended design or bugged behaviour? because from the wording it seems like it should still give you your maximum charges/ refresh them every 12 seconds.
Bump, used less duration to test it, charges' timers are not updated.
I want to know also, please give us some info!
