Your totems don't have the "0.5% of spell damage leeched to you as life when you have arcane surge" mod, so when they have arcane surge nothing will happen.

However, you do have that mod. So when you have arcane surge, you will get "0.5% of spell damage leeched to you as life". Then your skills will get the spell life leech, just like any other leech you might have, and your totems will leech themselves some life.
