PoE Won't Start

My friend is having some issues attempting to run both the standalone and the steam version of Path of Exile. After installation, the game does not create the folder in Documents/My Games. We have tried an insane number of probable fixes with nothing resulting in a solution. The error message received is just a standard windows error message with "PathOfExile.exe has stopped working".
