what is the rest suffix and prefix should i put inside if i trying to do the llrf with this belt?

The easiest way is to craft multimod + double resist (26-30) + movespeed (1-5)

Other methods that use meta crafting will probably cost tens of exalted orbs.

You want to hit tier 1 rolls (depends on belt´s ilvl).

Isnt '(16–20)% increased Energy Shield Recovery rate' the best affix for such a belt/build?

(Note I have no experience with this mod and dont even know for sure if it works for your case.)

if you are new at crafting, you shouldn't be starting with shaper/elder stygians.. i have crafted for years on POE and they are by far the hardest and most expensive to craft efficiently and successfully regardless of the ilvl
