Rigwald's Savagery doesn't improve my DPS. Also, is POB buggy?

Glad Blade Flurry. Character name "Master_Swordsman" in my profile.
Current: Average Damage: 4761 DPS (with everything turned off): 47k Attack per second: 10 *** POB reported this correctly and matches my in game stats*** ============================================================================ After equipping Rigwald's Savagery in my off-hand. Avg Damage: 5600 DPS: 60K Attack per Second: POB reported 10.7. ***Actual in game APS is 8.4*** Am I doing something wrong? Why is POB giving me a false APS reading vs in game? I read about Rigwald's Savagery and how awesome it is. Decided to buy it and WTF? Felt like I just wasted some EX's for the Rigwald's. Before buying it, I used POB to see how much it would improve my DPS/APS. False report by POB. arrrg. I kill bosses faster with APS 10 and avg dam of 4700 vs APS 8.4 @ 5600 avg damage. " In game DPS stats are wrong if you're dual wielding a weapon that can't attack because it still calculates it as a functional weapon. Also Rigwald is trash now with new Shaper stat sticks.
