where is vaal letter 3 ?

i've never encountered this vaal letter in any vaal side area

i've checked almost every vaal side area through act 1~4 and 6~9 but only this third letter doesn't show up

anyone knows where i can find it?

or is it bugged?

I understand the letters are essentially randomly selected, so you simply need to keep doing Vaal side areas until you get them all. This is probably most easily achieved by using fragments in the map device alone.
