Can not complete "Queen of the Sands" quest

This occurred on a Standard character that I used the full passive reset option on. The passive skill point quests were not completed, so I went through the game checking them off.

I completed "The Storm Blade" but Petarus and Vanja never gave me the item to remove the sand storm blocking the Oasis. I can't enter the area to complete "Queen of the Sands" and claim my skill point.

Issue solved - apparently I had to talk to Sin first.
