Yes, it is considered a ranged weapon in most contexts. It's definitely not a melee weapon, so you can't use it to gain power charges with that passive.

ok, too bad.
I only see 3 skills to complement all those wand passives: Elemental Hit, Power Siphon and Frenzy... Did anyone try a build with increased wand damage? PoE forums ignore list script:
