Confused about spell and fire damage on scepters
I am a bit confused here. According to Path of Exile Wiki, scepters can roll a maximum of 79% increased spell damage and a maximum of 79% fire damage. However, I have yet to see a scepter with a high-tier spell damage roll combined with a high-tier fire damage roll. I understand that the probability of getting two high-tier rolls on the same item is low, yet it is entirely possible for other affixes on other item types. It's not even that difficult to find, for instance, a pair of gloves or boots with two T1 resistance rolls. Yet with scepters, it's always either a good spell dmg roll and a crappy fire dmg one, or vice versa. I have never seen a scepter with even 50% spell damage + 50% fire damage, and that's just two T4 rolls according to PoE wiki, so it shouldn't even be that difficult to roll. Same applies to wands, btw: it's always either spell damage or fire damage, but never both.
So the question is: is there some sort of hidden mechanic that prevents rolling high spell dmg + high fire dmg for balance considerations? Or is it just RNG at work, as usual? More specifically, I'm wondering what to do with the weapon I'm currently using for my flameblast totem build: You can see what I'm talking about: decent spell dmg combined with crappy fire dmg. It's already better than a perfectly rolled Doryani for my build, but still I'm wondering: should I keep looking for a weapon with similar stats, but with a better fire damage roll, or is this scepter as good as it practically gets? Yes they are exclusive mods. The fire damage mod on the sceptre you linked is a suffix with lower possible rolls, not a prefix.
