Unwanted item quest

I have a Book of Reform that i dont know how it got to my inventory, but i cant drop it on a zone (not town) and i cant use it too!! please help

If selling it to a vendor doesn't work click it to pick it up on the mouse and type "/destroy" without the quotation marks.
