I don't believe higher level bows (within the same stat bracket) have a higher base damage? For example, iLvl 72 vs iLvl 64 Imperial Bows (both are in the same affix brackets).
I may be wrong, but if a higher iLvl item can have a higher base value, I should've kept all my Imperial's that I chanced in the hope of a Lioneye's @_@
Yes, you would need to hit the next ilvl bracket but Attack Speed strongly improves your animation time and more specifically, drastically improves the delay between firing your rain of arrows and it landing.
That alone makes it infinitely more valuable than your current bow, especially since RoA is your primary.

But then again like I said, any faster and I'm going to be Mana negative very quickly. Leech only restores so much in so much time unfortunately. My Q Mana Leech is on my Frenzy. I don't think it's worth for me to craft or buy another bow in the same ilvl bracket right now ): Would probably cost a ton still.

I wouldn't waste 300 fusings on a bow unless it had
130-169% PE prefix
70-80% PE and bonus accuracy prefix
20-40 physical damage prefix
plus good suffixes(attack speed/etc)
