This isn't a bug. It is written on the helmet!!

+1 Sprit Charge for each Abyss Jewel affecting you. If you have 0 jewels it won't work.

That's why the best way to play light poacher builds is to stack as many jewels on gear, and in your tree as possible.

The +1 counts for all jewels in gear AND in skill tree.
