Steam appmanifest missing

Guys recently the game stuck while entering town and i had to switch off my pc.
when i restarted my steam library was empty and the appmanifest_238960.acf file was missing.
but the game files were all present.when i tried to start the game manually from the location it started downloading the whole game again.Any solutions to this issue?
And i cant redownload the whole game once again.i want to try replacing the appmanifest_238960.acf with recent ones plz help!!

Because you're missing a critical game file, you get to reinstall. There's no fix. Putting that file back will cause Steam to delete it, replace it with a newer one, delete the download cache, and reinstall the entire game again.

PS: Did you know that you can contact Support to link your Steam account with an email and play from the standalone client? It's how I play the game nowadays.
