Player IIQ has no effect on map drops (though map IIQ does).

It's so expensive because it's very rare and insanely good for farming currency if you're playing heavily. You'll recoup your investment pretty quickly if you're farming efficiently.

Bisco's Collar can nearly double (or outright double, with a perfect Quantity roll) the amount of loot dropped from white enemies, i.e. the most common enemy type in the game. Doubled drops from whites means doubled chances to drop a map, yes - and doubled currency drops, or doubled Unique drops and thus twice as many chances to snag that ten-ex chase item, or doubled currency drops, or doubled chances for random Abyss critters to drop more Eyes, or doubled currency drops, or -

Look. People run Bisco's Collar so they can get double the odds of random white critters dropping currency items, which adds up to a lot more wealth a lot quickly for speedrunny characters that're essentially playing Speed Roulette. If you clear a million white critters an hour, getting effectively two million white critters' worth of drops from doing so is a capital B Big Deal. The rarity mod on blues is basically fluff - people run it for the quantity mod, and they want that quantity mod for the currency drop rate boost. They expect the price of the item to pay itself back in no time at all, which is why it's so expensive.
