Hinekora's Sight rarity

Since 3.0 Hinekora's sight has been able to drop at random from prophecies, and in the 3.0 patch they didn't seem that uncommon. Right now I've literally got the only one listed in AHC and I only see 11 or so in standard, did they nerf the drop rate on it?

There aren’t as many prophecy challenges this league. Prophecies suck now with backtracking in the worst state it’s ever been so people may just not be doing them and the sale listings would reflect that. Breath of the council is way more expensive than last league too.
