Some versions of this amulet has "Chill Enemy for 1 second when Hit, slowing them by 30%" and some just the first part, "Chill Enemy for 1 second when Hit". Is it the same mod just one being verbatim, or are these two separate mods?

It does say - the modifier was changed, meaning they are decidedly not the same.

Okay, since I'm still not getting it, I will put this as clear as I possible can; Are These The Same?
Chill Enemy for 1 second when Hit, slowing them by 30% And Chill Enemy for 1 second when Hit Going outside is highly overrated

I am a bit curious though as to why only the "Chill Enemy for 1 second when Hit, slowing them by 30%" mod was increased from 10% to 30% in 3.1 and not the "Chill Enemy for 1 second when Hit" since both of them apparently slowed by 10%. Is the latter legacy and wasn't retroactively updated to include the text "slowing them by 10%" and if so, why.

The 10% Slow version is indeed legacy. It doesn't mention the Slow-percentage because it's at the default value, namely 10%.
